In 2023, the procedure for full consular legalization of Russian documents was as follows. During this time, there have been some minor changes to the procedure itself, and in this article we'll highlight what's new and what needs to be addressed now. The complete consular legalization procedure for the UAE is less complicated than for consulates in other countries, as no additional documents are required. The consular legalization procedure is divided into several stages: preparation of documents for legalization and the actual legalization at the Ministry of Justice, the Ministry of Foreign Affairs of the Russian Federation, and the Consulate General of the United Arab Emirates.

Document preparation

At this stage, we certify notarized copies of the original documents and translate them from Russian into Arabic or English. According to UAE consulate regulations, simultaneous translations of documents into Arabic and English are not permitted. Therefore, it is necessary to confirm in advance with your host in the UAE which language your documents should be translated into. The final step is the certification of the translator's signature, i.e., the translation certification.

Legalization of documents

The documents are then sent to the Ministry of Justice, then to the Ministry of Foreign Affairs, and then to the UAE Consulate.

New: To submit personal or business documents to the Ministry of Justice, the applicant must have a written power of attorney. Business documents must be submitted using a power of attorney issued on the company's letterhead.
