Help processing an SNILS
On January 1, 2025, Federal Law #303-FZ “On the entry of amendments to the Federal Law ‘On Communications’ and individual legislative acts of the Russian Federation” went into effect as passed on August 8, 2024.
From now on, foreign nationals and stateless persons will be required to have the following in order to acquire SIM cards:
- an SNILS (personal pension account number);
- a notarized foreign citizen passport translation;
- a confirmed registration on the state services portal;
- their identity biometrically confirmed in the Unified Biometric System.
Foreign nations already in possession of SIM cards will be required to confirm their identity in a telecommunications outlet by providing the necessary information by July 1, 2025. Otherwise, as of that date, service to such phone numbers will be suspended. Furthermore, no more than 10 SIM cards may be registered to a single subscriber: carriers may suspend services to such numbers as well.
Notably, these newly introduced rules do not apply to Russian citizens.
