Russia and Estonia are members of the Hague Convention of 1961, which annuls the requirement for full consular legalization. This convention provides a basis to simplify the document legalization procedure by way of an Apostille stamp (also referred to as “simplified legalization”). Estonia joined the Convention on December 11, 2000 and began accepting apostilled documents on September 30, 2001. The official language of Estonia is Estonian.

An apostille confirms the authenticity of the signature, seal, and stamp of the person who signed the document. No further legalization or state authority seals will be required after an apostille is stamped.

In addition to the annulment of requirements for full consular legalization, one must take into account that on December 4, 1998, an Education and Doctoral Degrees Recognition and Equivalency Agreement was signed between the countries. Therefor, the Russian education documents named in the document are accepted in Estonia without the need for an apostille.

Despite the concluded international agreements, including the “Legal Assistance and Rights Relations on Civil, Family, and Criminal cases” Agreement of January 26, 1993 (which went into effect on March 20, 1995), we advise asking the host party in Estonia to clarify the document processing requirements.

Remember:

a document can only be apostilled in the country where the document was issued (thus, apostilles on Russian documents are stamped in Russia, on Estonian documents – in Estonia);
embassies and consulates do not apostille documents;
in Estonia, a Russian document with an apostille should be accepted for examination in all official structures; However, the translation will most likely need to be ordered in Estonia itself, since notarized translations from Russia are not considered as duly processed in the country.
