New amendments introduced to the procedure for stamping apostilles on education documents, degrees, and titles
On September 1, 2024, resolutions of the Government of the Russian Federation envisaging amendments to the procedure for providing the state service of stamping apostilles on education documents and/or documents certifying credentials, degrees, and titles went into effect. Whereas previously one could deal with the Department of Education directly via the applicant's or a vicarious agent's in-person appointment, along with the original diploma/certificate, now there are three options for submitting the document:
- online via the Russian Federation gosuslugi (state services) portal;
- online via the apostilles register (requires a login via the Russian Federation gosuslugi portal);
- by emailing the “My Documents” gosuslugi center.
Submitting such a request requires the owner of the education document to have a SNILS and a gosuslugi profile.
After this application is approved, the applicant will need to visit the indicated gosuslugi center in charge of specific actions and have an apostille placed on the document.

The following is the list of required documents for citizens of the Russian Federation;
- a notarized power of attorney for our employees with required indication of the grantor's SNILS number;
- a copy of their Russian domestic ID;
- the original education document.
The following is the list of required documents for foreign nationals;
- a notarized power of attorney for our employees;
- a notarized copy of the foreign passport with a notarized translation of it into Russian;
- the original education document.
The time period that the Department of Education has established over which the services are provided is 25 business days.
