Temporary “Values-Based” Residence Permit
On September 1, 2024, the provisions of Russian Federation Presidential Decree #702 on 8/19/2024 went into effect, which allows foreign nationals to apply for a temporary residence permit in simplified fashion as long as specific conditions are met.
The simplified procedure entails that the temporary residence permit can be applied for without consideration of quotas established by the Government of the Russian Federation (in other words, without necessitating certain grounds such as having a spouse, parent, or child who is a citizen of the Russian Federation) and without having to obtain a document certifying fluency in Russian, knowledge of Russian history, and the foundations of the laws of the Russian Federation. Thus, there’s no requirement to take a Russian language exam, which has been a major burden for a lot of applicants.
Applying for a temporary residence permit is possible given the observation of the following condition.
The applicant must be a citizen or a stateless citizen of a nation implementing policies that impose neoliberal ideological beliefs that contradict traditional Russian moral and spiritual values.
The list of such nations was established by Order of the Government of the Russian Federation #2560-R “On approving the list of foreign nations and territories implementing policies imposing destructive neoliberal ideological beliefs contradicting traditional Russian moral and spiritual values” on September 17, 2024.

The list of Russian moral and spiritual values were listed in Russian Presidential Decree #809 on 11/9/2022: life, dignity, and human rights and freedoms; patriotism; civil society; service to the Fatherland and a sense of responsibility for its fate; high moral ideas; strong family; constructive labor; prioritization of the spiritual over the material; humanism; mercifulness; justice; collectivism; help and respect for one another; memory of history; the continuity of generations; and the unity of Russian peoples.
What the temporary residence permit provides:
- the ability to remain in Russian for an unlimited time period and without being required to leave for the entire duration of its validity (3 years);
- the ability to work officially without a work permit;
- the ability to register oneself as an individual entrepreneur and conduct entrepreneurial activities in practically any field;
- the ability to obtain an unlimited permanent residence card.
When obtaining a temporary residence permit (RVP) in Russia based on valuable skills, renouncing previous citizenship of a "hostile" country is not mandatory.
