One of the new grounds for foreign nationals to obtain a Russian Federation permanent residence card is having an honors degree from a Russian college, in other words, the foreigner has graduated a college with distinction.

The legal basis for this is article 16 part 2 item 6 of Federal law #138-FZ “On citizenship in the Russian Federation”. In Federal law #138-FZ “On citizenship in the Russian Federation”.

This item states the following: “A foreign national or person without citizenship who has reached 18 years of age, with working capacity, and permanently residing in the Russian Federation (regardless of the term of their stay), has the right to apply for Russian Federation citizenship without taking into account the requirements envisaged in article 15, part 1, section 1, items 1-3 of this Federal law, if the indicated foreign national or person without citizenship has successfully completed his or her education at an in-person state accredited university program and received a diploma and a record of distinction.”
