Elmira Batriakova, a resident of the city of Petrov in the Volgograd Oblast, has been terrorizing her neighbors for seven years now. The women has taken in 20 cats and 9 dogs to live with her in her 17-square-meter home. Her neighbors are frightened by the large number of pets the woman has. Numerous times in the past, the woman's dogs have attacked their children, and now the people are afraid to go outside their apartments. Numerous reports to the police and city governments have been filed and the people are still unable to get rid of their neighbor. Meanwhile, the head of the city hall actually supports Elmira. Left with no other option, the neighbors have resorted to extreme measures and have started to throw rocks at the elderly Elmira.

Anastasia Starovoitova-Ince proposed taking a broader perspective of the issue and draw the regional authorities' attention to it, since the issue has failed to yield any solution despite years of reports that have been filed at the city level. All kinds of homeless animals run around the neighborhood (there are no animal shelters in the city) while Elmira with her bleeding heart has taken it upon herself to feed them and take care of them with the little retirement money she has.
